Flashers?

I don`t really get what a flasher is.Is it the person who transforms all the piv files onto gif and puts it in an editing programm and then publishes them in youtube or is it the guy who imports the gifs to macromedia flash and then publishes them into youtube and newgrounds?

The peson who gets all the GIFs and puts them into one Flash.
That's the best way I can put it.
